Why are all my fish at the top of tank?

i have glofish gouramis and platys with a long tailed danio, are they just all top dwellers are they oxygen feeders or just hungry, does anybody know how to make them swim where they should
 
OK first of all bad combo on fish.
Second what is your tank size and set up, what are water parameters. Hard to give a proper answer without knowing these details.
 
How big's your tank? What are the water stats? Do you have an airstone going? How long has the tank been running?

It could be ammonia/nitrite poisoning if you have a fish-in-cycle.
It could be oxygen starvation.
