Why am I suddenly experiencing a slow bandwidth in my internet connection?

Since the last time our boarding house renewed the broadband, I have seen drastic changes in my internet speed. First of all, when I ping google.com from cmd, I get 230+ms. Last month, it was 80-100+ ms.

Next, our buffalo network (name of our wireless router -like linksys) is showing "Multiple networks." It has Buffalo, Buffalo 3, and Unidentified Networks, which all connects to the Internet. Also I'm seeing this Internet gateway Device in the networks and sharing center. I dunno if that's relevant, but it wasn't previously there.

And foremost my dl speeds on torrents and IDM's which were once 50 kb/s to 120 kb/s won't go as far as 20 kb/s. It only has an average of 7 kb/s. When I bring my laptop at home, the dl speeds there are 50 kb/s, which should be the normal speed .

I have a feeling my internet speed is being played with, although it's password protected. I don't have access to changing the password, though. My boardmate handles it, and all he says is to just reset the router everytime I tell him that we have low internet speed or we get DC. I can tell he's lying. The annoying part is we pay the for the internet equally. Is it possible he's limiting my internet speed so he can hog all the connection?

Can someone figure out what's wrong with my internet, before I start interrogating my stupid boardmate?
