Why am I getting such poor gas mileage in my 1995 Toyota 4runner?

I have a 1995 Toyota 4runner and I'm only get upwards of 6-8 mpg around town. I dont drive recklessly, i keep it a 3 rpm or less, i turn my overdrive off, tire pressures fine...i understand they are not the most fuel efficent vehicles, but i should be getting more than 110 miles per tank. can anyone please help me?
