why 1974 dodge truck wont start?

Everything under the hood tests good and even went step by step with MOTOR manual on checking the ignition system with an ohm meter . Everything passes the test but still the engine will not fire the plugs .
Yes I did the ballast test and even bought a new one just to double check . no help
 
The biggest "No start" problem with the early '70's Mopars was the ballast resistor. If you haven't already, check continuity across the primary and secondary blades to be sure continuity is present (primary to primary and secondary to secondary).

If the truck tries to run when the ignition key is released, the secondary side is bad.
