Whose insurance covers my car, totaled in an accident by another driver?

The other driver's insurance will reimburse you. Your insurance would pay if they did not have insurance, left the scene, or the accident was your fault
 
if the other driver was fully at fault, the damage to your vehicle will be covered by their property damage liability, to the limit of the policy. If you are in a no-fault state, then YOUR personal injury protection (or equivalent) will cover your injuries, to the limit of your policy, then their bodily injury liability will cover over that (again, to the limit stated on the policy), but if you are NOT in a no fault state, their BI will cover your injuries.
