Who's to blame-the Pervert or the Teen who invites it in a chat room?

In chat rooms there are always teens ranging from 12-17 yrs. old-(Some)teens talk dirty to overage men and some(not all) post Boob Shots-the men who are 18 yrs. old and above- as old as 50 in some cases who flirt back,talk dirty to the teens who they obviously know are underage-who is to blame?The Perv,the Teen,or Both?And what to do when a caring worried ADULT witnesses this?Ignore,Cick out-what?And can the ADULT who witnesses this be an accesory to the crime in a court of law if they stand back and say nothing?
 
The adult is always to blame if they are having inappropriate conversations with underage children. If an adult witnesses it I think they should alert the authorities because the law is being broken. If they don't say anything how would they be held as an accessory if no one knows they witnessed it? That being said, those kids know what they're doing, and they know they shouldn't be doing it. It's too bad their parents aren't paying any attention to what their kids are doing online.

Your comment that suggests an investigator will "let the child know the abuser is going to be put away for a long time" concerns me. Would you kindly explain how you came to this conclusion? It does not seem appropriate to me that an investigator would ever make such an assurance to a child, since an investigator has no control whatsoever over the outcome of their investigation, they have no control over sentencing if an abuser is found guilty in a court of law, and they have no control over what deals will be made or what probationary measures will be instituted down the road in relation to anyone found guilty of abuse (if in fact they are found guilty.) It would seem highly unethical to me to make any such assurance to a person of any age

Really though the ages of concent are a bit off. I lost my virginity when I was 16, so acting like that is under age is a bit funny. Most people I know were having sex by 14, 15, or 16. Acting as if we didn't know what we were doing when we were that age and having sex is pretty hillarious, and people that age get into stuff for talking about it even? If it took you until 18 to be having sex you were considered a nerd.
