Who's AOC laws come to place when you have a BF that lives out of state?

I moved to California 2 months ago and he still lives in Utah. He is 19 and I am 17. We've been dating for 3 years. We see each other every month for a week, and I normally go to Utah because he cant take off work. And we do have sex, I just don't want him to get into trouble. So who's law comes into play? Or is it the STATE it takes place in?
No I am paying for my plane ticket, and its not just to have sex its because were best friends and cant stand not seeing each other.
 
Well, if your boyfriend is encouraging you, entices you, or transports you across state lines for sex or to engage in a sexual activity, that is a federal offense regardless of the age of consent of the state you are going into or are residing in (for federal purposes, 18 is the standard). Your boyfriend could get into trouble on that basis alone....
