Mine is Cromwell.
Stalin killed more than Hitler in sometimes worse conditions.
Cromwell sent people to the far corners of the earth and is considered a hero.
Mao killed more than Hitler
 
Depends what you're judging people on. If it's who killed the most/responsible for the most deaths, then maybe the Prophet Mohammad, blessed be his name. If it's who accomplished the least, the some nameless bum in Any town, U.S.A. If it's the most unpleasant, then my vote is for Perez Hilton. The most overrated, then Michael Jackson.
 
You can't think Cromwell is the worst? Well that's your opinion...

I'm going to have to say Mao Ze-Dong, followed by Stalin or Hitler (yes all predictable but it doesn't make it any less true). Oh also Robert Mugabe, he may not have killed anywhere near as many as the above but he was extremely brutal in his methods.
 
Muhammad ... he took a thriving people with a decent religion and turned them into a hateful backward bunch of blood thirsty wild eyed over zealous evil idiots who have become the scourge of the earth with designs of Genocide against all who are not like themselves.

He took what was the light of the world in the dark ages, and turned it to the corrupt scourge of the earth in a huge lie that destroyed his own people and seeks to destroy the rest with them.

He is the opposite of Jesus. Not love they neighbor, but kill they neighbor if his religion and race is not like your own.
 
Stalin - he was responsible for twice as many deaths as Hitler. Although if you're going to base your answer on the number of deaths caused by the person it would have to be Jesus.
 
there have been many ruthless leaders over the years its hard to pick just one, but koby of africa! he may not have the numbers but making children kill their mothers and eat them then enslaving them to slaughter their own tribes and enslave more children to do the same and this is now not 50 or 500 years ago . just to many to list
