No one has ever won a war. There are those wars that have ended with one side surrendering to the other, but that is not the same as winning. That is just suffering fewer losses.
The Chinese, because they would then be the most powerful nation on earth. As for the US and Russia, there would not be enough left of either to declare a winner. And that is just with conventional weapons - no nukes. A nuclear exchange between Russia and the US would screw the entire world.
