Who will start the next World War ?

Next major war will probably be Russia. World war...I don't know if that will happen again.

Russia doesn't care about the United States. They have much bigger problems to worry about. When they flex their muscles, they are only trying to instill fear in their neighbors -- not in nations across the world.
 
The US has allies all over the area, including Georgia and Poland. The odds of Russia feeling it borders are safe without a much larger buffer than they currently have is...zero. Since their only protection lies in the caucasus, I see tremendous chance of violence. Now the US may not put boots on the ground, but it will respond.
 
Russia knows better than to push outward again. As I said, they have enough problems of their own. Taking over Poland, for example, would only double their problems.

Compared to NK, which is actively stirring up some serious shit with its neighbors, Russia is not a threat.
