Who to turn to for help when Toyota won't help me with my gas pedal recall?

Ok I apologize for the length of this but this has been an uphill battle for me for over a month now. I called Toyota back at the end of January regarding the recalls on my gas pedal and floor mat for my 2009 Camry. They told me at this time that someone from the Toyota dealer here in Germany (we are Army stationed here) would call me with an appointment to fix my car. A week went by and nobody called me so I called Toyota back and then they decided to tell me that they don't know what they are going to do with my car because it is in Germany. So I gave them the benefit of the doubt and waited a week and then called back and got the same story. I have called about 5 times about this issue and nobody can give me any answers. They have not offered to help me in anyway. The last guy that I talked to had the nerve to tell me that this is why I shouldn't have taken my car out of the country. So not only will they not fix my car, now they are pretty much telling me it is my fault that it can't get fixed because I took it to Germany. Well excuse my husband for going to war to give freedom to those jerks on the phone at Toyota. I have also sent letters to our senators and to the NHTSA. I am still awaiting responses from them, but was wondering if anyone else knew of anything I could do to get my car fixed. I am at a loss right now and could really use some help.
I know that being in the military doesn't mean I should get special treatment. I wasn't asking them for any special treatment. The dealer here won't fix the car without a letter from Toyota telling them what needs fixed and Toyota won't give me the letter. The warranty doesn't have anything to do with a recall.
