Who should i complain too?

So i was at a little diner in my town outside waiting for my lunch at the take out window...i was watching some food be made..(thank god not mine) and the cooks were eating and preparing food...they had their fingers in their mouth and moving around OTHER peoples food..it was so gross..I live in the state of oregon and to looked up OSHA'S website but could not find a complaint number or a email to contact them..is that the right department?? Or should i contact some other department?
I know that is a risk that i have to take on eating out but its just so gross...i have heard worse..like that domino's video..I do know the manager(its that small of a town)but i dont want her to know that its me..im thinking of sending anonymous letter....i know its geeky but some people dont understand how gross that is.
 
They probably do that to everybody's food. I wouldn't eat there again. I try not to eat out if I can help it since I know people do nasty stuff all the time. I would complain to manager.
 
You should call DHEC, your local health department, health inspector, the manager of the restaurant & let them know the date & time and who & where
 
Hate to say it but thats the risk you take by eating out. That is only what you saw. Just because your buying a $19 salad doesnt mean...........that never happened. A sous chef making $7.00/hr isnt worried about your perceptions.
 
Call the Diner and speak to the manager or owner first. You should probably call the health department if that doesn't work.
