Who is the South American author of funny book(s) on their national rivalries?

Perhaps more than 20 years ago, I read one or two very funny books written in vignette form, the subjects being South American country rivalries, and the nasty cute stereotypical stuff they pull on each other. Can anybody tell me who the author might have been? I think but am not at all sure, that he was from Argentina.
To the person who suggested Quino - that is unfamiliar to me, and I don't think it is the same author. Btw, is there any way to reply to the answers except to add details to my own post?
 
It is possible that it is the same author of Mafalda (which is a critique of the world from the perspective of a 6 year old). The author's name is Quino.
