All right I think I fixed it.

 

[Sick Rick the Lunatic]

It is Steve Garvey. I new him better as the fist baseman for the Dodgers in the later 70's but he did play for the Padres in the mid 80's. I think he had some work done at the Bosley Hair Transplant Center after a run of commercials promoting Vitalis which may have ultimately resulted in his loss of hair.
