Who is responsible for the financial consequences of a minor's driving?

Who is responsible for the financial consequences of a minor's driving?

A. The DHSMV is responsible because it issued the license to the minor
B. The minor's parents or guardians are responsible
C. If the minor was not at fault, no one is responsible
D. The minor is fully responsible for all the costs
 
Why would anyone have to pay for them if they weren't at fault? The other driver WOULD still be responsible. If they had a license they are totally responsible. Otherwise the one who let them drive is as much at fault. The minor has to pay for all damages, but if they can't then the parents have to. The reason the parents have to pay is because SOMEONE has to and they are responsible for their child.
