While a Journeyman Electrician applies his electrical skill and knowledge in Wiring, Installation of Circuit Breakers, Entrance Cup of Exterior Service Wiring of residential, commercial, institutional and other architectural and engineering structures. In short for construction of buildings not on electrical appliances. He can also work in Meralco, Sfelapco and other Electric Company.
Who is more knowledgeable?, depends on the academic preparations, class standing, and his eagerness to learn the ropes of the profession of the person involved. So my answer would be BOTH, cause they differ in the type and scope of work or jobs they handled.
