Who is an author of saying about democracy and media?

Awhile ago I read somewhere a saying (similar, but not exact words): "there can be democracy with no government, but no democracy without free(independent=) media".

Can anyone name the author and exact saying, involving media, democracy and absence of rulership?
 
it may be a reference to the US media's left-wing pro-obama bias. When the media are as a whole not impartial to politics nad government, then the whole purpose of democracy fails, as the people are not given the truth, thereby invalidating their reasons to vote for whoever they choose.
Basically an uneducated opinion.
