Who do you feel should shoulder the responsibility of Indigenous Town Camp housing?

I have recently watched an "Insight" program about the state of Indigenous Town Camp housing, particularly in the Northern Territory. The presenter was right, the state of the housing IS horrendous. Who ultimately should be held responsible though?
I am NOT stating opinion. I am ASKING for opinions.
Doh! My bad. I should have specified Australian Indigenous Town Camps. I was unaware America had the same terminology for Indigenous housing.
