Who do I complain to about the low income housing neighbors? The city?

Nice neighborhood went to crap. I'm not bashing low-income residents in general (I was pretty poor at one point too) but I feel like if people get my tax money I should have some sort of way to complain about constant litter, begging and vandalism at my house. Most of it is kids who's parents become active enemies really quick if you have something bad to say OR if you don't give them valuables when they ask at your door. I suppose they feel entitled.

I'm so frustrated with this system. I feel like our home is a prison since the state took our money to build a trashy complex down the street. What can I possibly do to feel safe in my home?? Do I really have to wait until someone breaks in to have something done? It's only a matter of time.
 
Nice neighborhoods become bad neighborhoods when people move in that don't care; they have no sense of responsibility or respect for others. Regardless of the amount of money a person has, it doesn't cost one thin dime to put trash where it belongs, and to put vandals behind bars via law enforcement. Poverty only equals slum when the people who live there embrace it.
