Who can you complain to if someone threatens you?

Ok, well me and my friend were biking and my friend accidentally crashed into this little girl. Unfortunately the dad was a psycho and started yelling at my friend calling him stupid and blind. Then he told us he was calling the cops. When I told him to calm down, its just an accident, he said that it didn't look like an accident and it looked like he was trying to kill her (even though he was in front of his child so how would he know). The little girl didn't even have any cuts and said she was fine. Before he left he said "if you don't know how to bike don't bike at all you idiot". I just feel that he got away with being so rude to us and not being a role model for his kid. Also it looked like he was still calling the cops after we biked off. (SO PISSED OFF)
ok, i get the po po. but he did literally push my friend. if got to the point where it wasn't an overprotective issue. he got to the point where he just wanted us arrested.
 
He's defensive because it's his little girl. The fact of the matter is that your friend ran into the girl, and it's your friend's fault. If she doesn't have any cuts or bruises, the cops probably aren't going to do anything. The dad was probably just really upset and acting on his emotions. If I were you, I wouldn't complain to anyone about it. Maybe he was rude and irrational toward you, but you have to remember that people's instincts to protect their kids cause otherwise nice people to act a little crazy sometimes. I guess he just wanted to get his point across that he should be more careful and not bike if he's going to be dangerous to other people. Just stay away from that guy's house and it should be ok.
