Who can tell me the history of that strange expression 'Time is money' ?

Benjamin Franklin used it somewhere in a speech or a book: 'Remember, time is money' but I was told that the inventor is not an American. It is one of those phrases you cannot reverse and maybe it is only....well, if you have some new and maybe provable information, please answer this question
