who can i call to complain about my neighbors wolves?

some people moved into the house next door and they have 12 dogs,well actually 8 dogs and 4 pure bred wolves,they have them chained all over the yard and nothing can go threw their yard without being attacked,the dogs are bad enough but the wolves howl non stop and they are not well tamed at all,they are trouble in the neighborhood already and if they attack that bad now whats going to happen if they get loose,who can i call or talk to,please help,thanks to all in advance

try talking to the neighbors about it first. they might be able to fix the problem without making a huge fuss over it.
