Who can file a Mechanics Lien?

I purchased a car from my brother in law who owns a repo business in Washington state. I live in Oregon. I have a bill of sale, but he has not given me the title.

We bought the car in June of 2007! He told us he would file the mechanics lien but we still do not have the title and we are unable to drive the car for some time now. He is not responding to any of our messages, phone calls, or emails.

In our desperation to get rid of the car, we contacted a local car junk yard asking if they would take it for a small amount of money. I told them about our situation, and they informed me that I can file a mechanics lien myself to get the title since we have a bill of sale.

I don't expect legal advice, but if someone could point me in the right direction I would really appreciate it!!!

It is possible for anyone to file a mechanics lien? Should I hire a lawyer to do it for me? I heard it is hard to fill out. What state should I file the form? (Oregon or Washington?) Is there a time limit on whether I can file the mechanics lien? Is there any other legal action that can take place in order to get the title of the car?

Any information would be wonderful. I have almost lost all hope in resolving this issue, especially because I would not want to sue my own family.

I know a mechanics lien can be filed for a car, because I contaced Honda Finance group and they told me that is how a repo business can get the title for a car that has been repoed!

Also, the mechanic at the auto junk yard said the same thing.
I tried the local DMV and they are clueless. They said there is nothing I can do and I talked to multiple people in 3 states!
 
A mechanic's lien is filed by someone who does work on a person's house and is not paid. It has absolutely nothing to do with cars.
 
Seek help from your county or State Vehicle Registration office. You are not the first one and they should be able to point you in the right direction.
