I don't think so. Look, his parents hired an evil babysitter, who often abuses Timmy. Makes him do work, has weapons of torture to use on him, and blames him for everything she does wrong, like break the $1 vase Timmy's parents bought (with $50,000 insurance.)
I haven't heard someone use the term "age 0", because usually before your 1st birthday you are _ months old. Anyways, that doesn't have anything to do with Stu and Didi's parenting skills. Most of the time, the babies are in the backyard in full view of an adult. The adventures they have are often their imagination. Think The Backyardigans. They never leave their backyard even though it seems like they're in an Egyptian desert or in the Arctic. It's called imagination (that SB episode comes to mind.)
Sure, the babies often get away. But again, usually they are in the house somewhere. On the occasion they are alone in some place other than a house or backyard, an adult is somewhere nearby. Rugrats Go Wild was on today and the babies were in the jungle - alone and at the risk of being eaten by a leopard I think it was. That's one of the few times I can think of that actually has the babies in immediate danger (they were also lost in the woods somewhere in The Rugrats Movie but were their parents worried? Yes! They went looking for them!). Not to mention the fact all the parents care and love their children. Timmy's dad and mom are easily replaceable by Cosmo and Wanda (and have a couple of times), not to mention they care more for Timmy than his real parents ever do (even Cosmo, who's a complete idiot.) Timmy's parents don't know about Vicky being evil (I think they realized it in Channel Chasers, but I don't think they did anything to get rid of Vicky. But there's a new FOP episode where apparently Vicky is fired. Let's see how long that lasts.)
So in the end, Tommy, Chuckie, Dil, Phil, Lil, Kimi, Susie and Angelica all have loving parents. Timmy on the other hand has parents who barely remember his name.

That reminds of the time Timmy's parents used Timmy as some kind of tool. His mom used him to make rows for her garden (and complained when they weren't quite right. Get a real gardening tool, lady) and his dad used him to clean out the gutters in the same episode (I'm pretty sure.)
