White stuff on painted turtle?

I just got a painted turtle like litaerally 3 hours ago and i put it in a huge tank. When it goes in the water theres all this white flaky stuff on his arms legs and neck. Some of it comes off when he swims. Some ppl say he is shedding and others say he has a fungus. Sooo whats wrong with him???
