white stuff and a really lethargic fish?

Hi i have 4 gold fish in a fairly large tank (aqua one 620) the last few days one if them has been really lazy and its droppings have been thin and white, just now i have also noticed that on both sides along its back there is white stuff, not sure if it is cotton like as it is still only a small section of the fish.
 
It sounds like your fish could have Ich, a parasite. It's sometimes treatable if you catch it early enough. I recommend isolating that fish and doing a water change to prevent it from spreading to the others.
 
sounds like white spot to me there is an additive you can get from any aquarium pet shop if you dont treat it the fish will die and the other fish may catch it off it im not 100% sure but thats what it sounds like to me i relly hope this helps you
