White specs in black paint?

i just painted a car with a black dimont base with matrix clear over it. After sanding and buffing the car i see thousands of white specs all over the car. some have said it was solvent pop some said fisheyes. the first time i painted it it looked like solvent pop. sanded car down flat and tryed again. this time there was no solvent pop but there are still thousands of tiny white specs. note that these can only be seen when u are a couple inchs away from the car. some are bigger than others of course dont want to use fisheye eliminator and dont want to paint car again but im most likly goin to have too!!! need some help
