which tropical fish can I have in my fluval edge tank?

i want to know which fish are suitable for my new fluval edge tank.
i know i cant have many fish, but please let me know the max quantity of each species so im not cruel and so i don't but too many of whichever species of fish.

please consider:
this tank holds only 23 litres,
the tank itself is only 43cm long by 26cm wide and 22.4cm high
and this tank fills right to the top.

i apologise for not mentioning a heater. i thought about it, but i assumed everyone would realise i know to get a heater for tropical fish.
 
The tank is too small for Tetras, no room to shoal, and is not suitable for anabantoids like Bettas or Paradise Fish as it has no surface area apart from the tiny opening around the filter.

All I'd recommend for that tank, which is most definitely style over practicality, is a trio of male Endlers or a group of dwarf shrimp like Crystal Reds or Ghosts.

Due to the complete lack of surface area, the stocking needs to be very minimal.

I've seen these in stores but never seen any store bother to try and stock one as a show tank, they wrinkle their noses up at these things in terms of stocking them, but love to slap the big price tag on for the people who love these "desktop" tanks.
 
I would suggest a small school of fish plus some bottom feeders.
You didn't mention a heater.
So, with a heater perhaps a school of 5-6 neon's or cardinal tetra and a handful of cherry shrimp. (shrimp have a very low bio load, so the number isn't of huge importance.
You could substitute the tetra above (pick only one school, your tank is two small for multiple schools) for 5-6 rummy nose tetra, 2-3 (1 male, 2 females) sparkling gourami, a single paradise fish, a single betta, 5-6 guppies, 2-3 killi fish (1 male, 2 females), 5-6 harlequin rasbora, 4-5 dwarf cory cats (like the panda or julli), or if you are feeling particularly adventurous an amazing school of 5-6 celestial danio.
Instead of shrimp you could try some amazing little snails, this site has a wonderful selection of some of the new up and coming species of snails and shrimp of dazzeling colors http://www.planetinverts.com/store/ though some are for the more experieced hobbyist.
Without a heater, a small school of 5-6 white cloud mountain minnow or their cousin the beautiful meteor minnow with a handful of ghost shrimp.
