Which standard zoom lens is best for image quality and value?

I have been researching for a standard zoom lens to upgrade from my Canon EF-S 18-55mm f/3.5-5.6 IS. My body is: Canon Digital Rebel XT (aka 350D). Here are some of the lens I am considering:

-Tamron SP AF17-50mm F/2.8 XR Di II VC LD Aspherical (IF)
-Tamron SP AF17-50mm F/2.8 XR Di II LD Aspherical (IF)
-Canon 17-40mm L F/4

Are any of the above lenses good for sharpness, CA, and price? Do you have suggestions for lenses not in the list? Remember, my camera is Canon EF/EF-S mount.
Among the Tamrons, do I need VC (Tamron's optical image stabilization)?
Is the Canon 17-40mm L F/4 worth considering since it is L glass, though an f-stop slower in max aperture?
