Which road bike brakes provide the most stopping power?

My bike is an old Dutch Gazelle frame (Reynolds 531 tubes) with Alex rims. I have Tektro long reach calipers, and tried diff pads. Especially when it is raining and cold, I have almost zero stopping power, I tried different pads for wet or dry conditions, but with little luck. Any suggestions will be greatly appreciated.

If you dont want to do that. I wil just tell you. You do NOT want Side pull.. They SUCK... Buy Center pull brakes. They cost more but are worth ever penny.. Side pull always run o oe side of the rim.. if you dont belive me go to the bike shop and ask them what is the most expensive 10 or 20 Speed. THen look at the brakes. Center pull also gives you more centing,, Hope I helped you. Ohh Ya and ask for Kool stop pads. they dont screach either.
You have VERY nice rims take care of them. TTYL :)
