Which Photoshop is best for image editing and where can I buy it?

I want to buy a photoshop program to help out with my graphics editing for my art, and my websites. However, I don't know which photoshop would help me best with that, and where I can buy it. Would anyone happen to know more?
Also, I just remembered, would I need a wacom tablet to assist with the editing, or does the computer mouse work just as well?
 
There are four 'versions' of Photoshop:
- Photoshop.com, an online editor
- Elements, the less expensive consumer version
- The regular 'vanilla' version that most art professionals use
- Extended, with extra tools (and cost) for scientists and engineers

If you sell work commercially or output to pro printers, the regular version is ideal. PS Elements can get you by if you don't need color profiling, vector tools, or automation scripts.

The free alternatives (GIMP, Paint.NET) kind of fall in between the two. GIMP is closer to regular, and Paint.NET is closer to Elements.

Most people who have traditional experience (drawing, painting, etc.) find it easier to use a tablet. By comparison, the mouse works okay, but getting the stroke you want can take a while.
