Which persons' size would fit a 14" frame in a Road bike?

I have not found the table to measure properly this...
I'm talking about an oldie women's road bike with 27" tires and a 14" frame, whose owner claims that fit persons around 5ft 5"... is this true?

Take your inseam X .65 to get the proper frame size for a road bike or a hybrid. A 14 inch frame on a road bike doesn't sound right. Road bikes are measured in cm and 14 inches is only 35.56 cm and I have never seen one that small.
