C.) must be a resident of a state for at least 90 days in order to vote
D.) must be a registered voter

My textbook says the total opposite of these answers so I'm not sure.

& also I couldn't find this one either;

Some state governments have established tracking systems to determine how well the government is meeting its responsibilities to citizens.
True or False?
^ I thought it might have been true, but I'm not 100% sure.

I believe C is only 30 days.
I moved to nevada in 2006 and registered quickly and voted in the June primary. I was not here for more than 40 days, however.
