And which, do you know of, impose penalties (like fines) for those who don't partake in the voting process?
 
Australia always hold their's on a Saturday.
And turnout is compulsory subject to fine.

Saddam Hussein had an election 8-10 years ago, funny thing is he won 99.9% of the vote. Pretty amazing isnt it.

Must be less than 1/2 of a percent of the people had to go to jail.
