Which method is better for building leg muscles?

Okay, at the gym idk what method better on a recumbent bike (I'm trying to build speed and I want to jump higher). So which is the more effective workout?

-Max incline w\ a level of 20 (the max)
OR
-Max incline w\ a level of 5-10 (medium levels)


Keep in mind on the max leveled one my legs push the pedals slowly and on the medium-leveled one my legs are pushing them pretty quick. So which method can get me results?
