Which is better on a bicycle, flashing lights (front and rear) or steady lights?

I live and cycle in London - the funny thing is that the TfL hire bikes use flashing red and white lights, but I have also seen police bicycles and they use steady lights... So I'm curious, which is better?

I hear that a steady light might confuse drivers and other cyclists who might think you're on a motorbike and therefore misjudge your speed - which can be dangerous...

On the other hand, a flashing light might be quite irritating to other road users...

What do you think?
