Which, in your opinion, is the best legendary pokemon from the games (Not Arceus)?

I was just wondering which legendaries people thought were the best and why. And obviously not Arceus because he's pretty much pokemon god. I haven't got the games with them, so I don't know how good they are, but I really like Lugia and Ho-oh. What about you?
