id go with the 98 because you mentioned you want to make them better then this one is cheaper because of the exhaust it is $400 that you don't have to spend but if money is no object it depends on the stile you like best

they are both basically the same...they both have the same chassis/platform. there might be a slight difference in HP, but it would just come down to what body style you like better. If it were me, I'd go with the 2k model.
