Which European country do you think has the most significant "alternative" culture?

As far as alternative and individual styles of dress go, which country in Europe would you say has the largest amount of people dressing in more alternative styles, etc?

People have told me Germany on the whole has the most visable alternative culture, especially Berlin, but I've never been to Germany to know, can anyone vouch for that? Others have told me countries such as Poland, Czech Republic, etc, have a suprising amount of alternative youth culture.
