You dont have much options then, unless you buy it from a friend.
Stores, they will only sell you a new one and if they have a used one they will still sell it to you really expensive.
Even though you said not Ebay, its kinda your best choice and you can find phones on there in really good condition. Or try Amazon, but they are more expensive as well/
