Where to lodge the complain or report for a business fraud case in Germany & Swiss?

I'm from oversea so police station is not a possible channel for me. Bought something from a consultancy firm in Tübingen Germany but the guy runs away with the payment. If someone knows Helmut Kaiser Consultancy www.hkc22.com please let me know how to reach the people there out.
