Where should I study aboard: Nice or Paris?

I'm going to be studying aboard during my gap year, I don't know for how long though. I will be learning French, because I need it for university. I don't know much about Paris or Nice. It's a very quick flight between the two and only costs $78, so I could easily fly to Paris from Nice or Nice from Paris.

Which is safer?
Are people in Nice rude like people in Paris are said to be?
Which has better weather (summer and winter)?
Which has more to see (I'm guessing Paris)?
Which would be better, funner for an 18/19 year old?
