Where is the I.A.C. on the ford escort zx2 99?

Where is this located? Is is in one of the round containers or outside of the where one can see it. I would like to clean it. For some reason the car have stalled twice while backing up and at stop lights the car is having trouble taking off. Kind of sluggish, like a pause or cough when taking off. You can feel it, you don't hear anything
