where is the fuel shut off button or switch on a 1997 ford Lincoln mark 8?

i pulled the under plastic cover thing off the bottem of the car , when i pulled it off it put my car to where it wouldnt start , now it wont start im wondering what could the problem could be .... there is supose to be a lever for the emergency shut off so im wondering where the location of the lever is , i wouls like to know asap . and with as much detail as possible
