Where is the Cruise Control Fuse on a 1998 Ford Contour?

Where is the fuse and what number and color is it? I've read that Fuse 19 does the trick...well Fuse 19 (under the steering wheel) on my 98 Contour is not used according to my manual. I was told Fuse 23 was for the breaker, or something, and that is for backup lamps.

My cruise stopped working a few weeks ago and I can't find the fuse to see if thats the issue...

I've read about there being a switch on the master cylinder...where is this?
