I have the same problem. Too many people doing the wrong thing and don't care if they are ruining their lives. It is hard to meet people especially ones who are not going to pressure you into doing things you don't want to do. Well at school there are clubs but you said not in your school environment. Try going to the library and join a reading club if you like to read. If you have a dog you can go to dog parks.. you and your dog can make friends. It really all depends on what you like to do. If you put yourself out there and try to meet new people like really try you will find the most wonderful people who also like what you like as well. You just have to be careful.
