Where in the world can i get replacement headstock bearings for a 1929 vintage

Hercules ladies looped bicycle? I live in West midlands UK, I bought a Vintage Hercules bicycle which is a ladies looped frame of around 1929. I have restored the frame, etc, but i have hit a problem which appears to be impossible to solve.
The headstock bearings are not complete. I can get replacement ball bearings from Halfords, but it is impossible to get the races.
I have tried alot of places locally and online, but no one has anything, or they simply do not respond to e-mails/ answer phone or return phone calls when they say they will phone me back!.

Hercules musuem is only that, no parts order/ search on it. Ive looked at that site countless times, and it has a herc like mine with a sidecar- but my frame is loads better- hand painted pinstripes, not vinyl tape!
When i say races i mean the part that the bearings seat into and run in. there is 4 races in a headstock, two in the top , two in the bottom. and the bearings sit loosely inbetween in the channel.
Im missing the lower race that slots in the frame.
