What was passed first? The Constitution or the Bill of Rights?
The Bill of Rights were adopted under the rules of the Constitution. Therefore it is NOT a part of the original document.
The Constitution was ratified in September, but the first vote for the First Amendment wasn't cast until November.
(Admittedly the debate/need was already established.)

Actually, I stand corrected. The U.S. officially swapped over the the Contitution in March of 1789, but the Bill of Right didn't go into effect until 1791.
