ok so i'm helping my friend with something. She is trying to write a bill on eliminating standardized testing (like SATs)...i mean kids don't need another stress factor...we need SATs to get into college...which i personally think is very stressful...so where in the constitution does it say that congress have the power to eliminate these kinds of testing...if any.
