Where/how did pale hand palms and darker skin come/evolved from?

Some black people and some other dark skin cultures have pale palms compare to the rest of their skin.

Where did that come from?

Some missed my point here. Most blacks are dark skin all over their body, including on the palm and even the gum inside their mouth.

So, why do some have pale palms when others are dark all over?
 
I also have dark palms and dark skin. Is this normal? My father also has dark palms but my brother doesn't. It doesn't bother me but boy do I catch hell at work. Who else does this belong to?
